I moved to Brookline ten years ago to work for MassDOT, first by working on accessibility compliance and then by managing the largest fleet of vehicles in the Commonwealth. I fell in love with the Town and ran successfully for Select Board to make our Town more open, accessible, and sustainable. I am proud that I’ve increased walkability, experimented with pilot programs, and pursued affordable housing. I am eager to apply what I’ve learned to become the second-ever female Commissioner.
My priorities: transparency, gender equity, and good government. The Commissioners only adopted Zoom five months into COVID after my campaign publicized their unrecorded conference calls. I want to trim our $31.7m spending to help fund tight local budgets. I also want to advance gender parity among solely Commissioner-managed staff because only 10% are female. I want to make sure the services provided by this office are worth the money we are all paying and that it is as optimized as possible.
I want to break through the decades-old circle of insiders that dominates the Office because I believe they are protecting a status quo that only benefits a few. Does subsidizing an inaccessible golf course make sense? Can the state absorb building management, as it has elsewhere? My name is Joe Shea, and I’m running for re-election as your Norfolk County Commissioner. For the last five years, I have brought trusted, proven leadership to our County government built on collaboration and strong management practices.
A lifelong Democrat, I served as Quincy’s City Clerk for 25 years—and prior to that as Executive Secretary to the Mayor or Quincy—where I built a track record of connecting neighbors with our government and reforming government practices.
I’m running for re-election to continue reforming Norfolk County into a cost-effective, inclusive and transparent regional entity that provides a real value to local residents.
Addressing the County's financial needs--dealing with limited revenues and ever-increasing fixed costs--is the principal challenge. We’re creating policies to guide financial decisions. We're also leading a comprehensive review to better-position the County’s fiscal health and provide a clear framework going forward.

I am an active, engaged participant in local and county issues with over thirty years of municipal experience including nine years as a member of the Canton Selectboard,Town Moderator and long time member of the County Advisory Board on Expenditures. I am a graduate of Stonehill College (BS Science ), Bridgewater State University , M. Ed. Administration, and Suffolk University Law School (JD). I have also served as Past Chairman of the Canton Democrat committee .
Without question the ongoing pandemic caused by Covid19 has affected and will continue to impact all levels of government . As revenues dwindle we need to examine new ways of doing things as well as explore and produce new sources of revenue without increasing taxes . As much as possible we should utilize renewable sources of energy such as solar power to produce clean energy and new sources of revenue. I would seek to establish a Solar Energy Stabilzation fund to provide for improvements.
My parents were first generation Americans. They placed a high value on hard work, education, fairness and service to others. I am a dedicated civil servant who believes in the power of any governmental position to serve the people for the greater good of all. I will bring my skills for collaboration, for transparency, and for honesty to this position to not only maintain but improve upon our county.
