How would you prioritize using the funds provided to WV by the CARES Act and other COVID-19 relief funds?

Born and raised in Morgantown, in a working class family. My father was a coal miner. Both grandfathers and 5 uncles were coal miners. Graduated from WVU with BA and MA degrees in political science. Taught political science at WVU and Alderson Broaddus College; was an assistant curator in the historical collection at the WVU Library; served as Director of Archives and History for the State of West Virginia in the administration of Governor Rockefeller; was elected to 6 terms as Assessor of Monongalia County, 24 years, the longest serving assessor in the history of the county. Elected to the House of Delegates in 2016 and 2018.
1.Healthcare- local health departments have seen a reduction in state funding every year over the past five years. 2. Broadband expansion- children in remote rural areas, not able to attend school in person, need reliable internet service. 3. Financial aid to businesses forced to close due to the COVID-19 pandemic.
Automatic voter registration when people apply for or renew automobile licenses, registration or non-driver ID cards. Allow same day voter registration; make it a crime to intimidate voters or interfere with a person's right to vote.
Take full advantage of federal funds provided to expand broadband. Penalize companies hired to expand broadband who fail to meet established guidelines and deadlines.
It is a very difficult challenge. The state needs to make sure that all schools have all the necessary PPE's that they need to have. Local boards need to make sure social distancing is maintained, in and out of the classrooms. Masks should be required in the schools and on school busses,

Serving in state government, I was often a consultant to the legislature, and on 2 significant pieces of legislation that passed in those years- the Freedom of Information Act and the Open Meetings Law. Several bills I sponsored have become law: 1. Increase historic preservation tax credit; 2. Exempt Social Security from State Income Tax; 3. Allow Sunday Retail sale of alcohol; 4. Require health plans to cover 12 month supply of contraceptives. 5.Repeal law that diverted a portion of county alcoholic beverage taxes to cities. I was lead sponsor of resolution calling on Congress to name NASA facility at Fairmont to honor mathematician Katherine Johnson.
