How would you prioritize using the funds provided to WV by the CARES Act and other COVID-19 relief funds?

What changes in current election laws would you favor to make voting safer and more accessible?

Lack of broadband access limits employment and educational opportunities in many parts of West Virginia. What should be done to make broadband available statewide?

Given COVID-19, how do you propose we protect our students, teachers and school service personnel while at the same time providing equal access to a quality education across the state?

Larry L. Rowe is a distinguished attorney, local historian, and legislator. He also is the author of Virginia Slavery and King Salt in Booker T. Washington’s Boyhood Home in Malden where Larry lives with his wife, Julia Beury.

This year, Larry was honored by his peers for distinguished service in his practice by being named a Fellow of the West Virginia State Bar Foundation. He now serving as a member of the House of Delegates. Larry formerly served 4 years in the House followed by 4 years in the State Senate ending in 2004. After he chose not to run for reelection, he was appointed to the State Ethics Commission by Governor Joe Manchin where he served 5 years. He was then appointed to the Board of Governors of West Virginia State U
I would first fund alterations for school facilities, personnel and programming, to make schools as safe as possible for all despite surging numbers in Kanawha and other counties. We should fund Broadband expansion and telehealth equipment for rural areas. Small businesses eligible for assistance should include non-profit employers.
I support same day registration and voting, automatic registration with driver’s license renewals, mail-in voting available for all, early voting in multiple locations and paper backup for all electronic ballots.
Yes, we should make the full statewide expansion of broadband a funding and program priority. We should provide ipads for all students and provide remote learning in higher grades for better quality of programs in rural schools.
See response to Number one above. Schools should open only when safe for students, teachers and staff. Usual congregate protections should be observed with masks and/or social distancing, if necessary, with split student populations and converted gymnasiums.
I am an experienced as a legislator for 14 years, an attorney, published historian and gardener. I love my home and state and working people. I have the heart, empathy, will and energy to be a good legislator. I am a first-generation college student from a working family. I believe deeply--religiously-- that all people are equal and deserve help with special needs from society and government to let them realize their equality and value in community for us all.
