A proud Hinton, West Virginia native, Jack David resides in Summers County with his wife Debra Brookman Woodrum. Jack and Debbie have three children, and one grandchild. He is the son of the late Dr. Jack D. Woodrum M.D. and Joan Briers Woodrum Monroe.

First, meet the needs of Hospitals and Health Departments. Second, reimburse counties and municipalities for their COVID-19 related expenses and if possible backfill lost revenue that is directly related to the pandemic. Third, provide direct funding to emergency medical services, ambulance services, paid and volunteer fire departments, and others as applicable. Fourth, create and replenish the appropriate stockpiles to sustain us during the duration of the event. Fifth, direct resources into the areas that have been identified as essential during the pandemic. These would include enhanced broadband access across the state to facilitate distance learning, tele-medicine, and the ability for employees to work from home as needed.
I believe that the current system is both safe and accessible. Under our current Secretary of State, West Virginia leads the nation in the field of election security. Utilizing the grant monies that are currently available counties in West Virginia have the ability to upgrade their physical security as well as cyber security within their respective courthouse. Many counties have been able to take advantage of these monies to replace their voting equipment with newer state of the art voting machines. They have also been able to purchase electronic polling books that will improve the voters experience at the poll. I do believe that changes need to be made to the flawed voter registration system in use at the Department of Motor Vehicles.
Efforts to improve statewide broadband are already underway at the federal, state, regional, and local levels of government. Currently the focus has been on expanding the trunk lines and middle mile lines that would allow broadband providers to more easily provide service to underserved areas. Fiber optic cable is expensive so there has been little incentive for private companies to expand in low population areas. I believe government will have to provide the incentives for those providers to expand coverage. At this time we have an opportunity to tap into CARES ACT monies to build out some of the necessary infrastructure that is essential for our residents, businesses, and educators to continue to operate during this pandemic.
At this time I believe the school system is operating as well as can be expected under the circumstances. As soon as a COVID-19 vaccine or other medical treatment has been identified to eradicate this disease or the disease has mutated into a less infectious virus, I believe that our education system needs to revert back to its previous structure. Whether we like it or not the world has changed and it is our responsibility to adapt to the changes in how education will be delivered in the future. I believe this will be more difficult in primary and secondary education systems. More broadly, looking at the 1918 flu, you will find that the psychological impact of that pandemic on society influenced the decision making of several generations.
