These maps define every parcel of land in the County for ownership and tax assessment purposes.
If there were a second wave of COVID-19 in the Fall, redeploying the majority of our employees. Processing an increase in document volume with the same number of employees. Ensuring a successful, seamless, implementation of our new cashiering/recordation system and integration with both the Assessor and Treasurer's new systems. The re-factoring of our Recorder Data Base. Working with limited financial resources due to county budget reductions during the economic downturn.
Additional challenges include: succession planning to ensure no loss of institutional knowledge as some of our longest serving employees retire. Continuing to innovate and collaborate with internal and external constituencies as we increase our level of service as a result of new technology. All of these challenges create great opportunities to move the Recorder's Office forward.by partnering with the public, community based organizations, our customers and other county agencies.
I serve as the Vice Chair of the Technology Advisory Board which prioritizes technological projects throughout the county. The implementation of our new cashiering/recordation system and integration with both the Assessor and Treasurer's new systems will provide efficiencies in our work processes.
Property Watch is a technological enhancement which allows property owners to get free, real-time email updates about recorded changes, like liens or deeds, on their property. This service is a great resource that not only protects your property record it also helps prevent title fraud. Property Watch offers subscribers peace of mind knowing that any recorded change on their property will be communicated to them. I believe this peace of mind is something we could all use a little more of right now.
Leadership, collaboration, years of public service and an understanding of how SLCO government works. During this pandemic, I implemented my offices’ “Continuity of Operations Plan” (COOP) which consisted of COVID-19 mitigation measures to ensure the safety of our team and the public all while remaining open. We experienced no interruption in providing our statutory services and achieved this despite experiencing a 40% increase in workload.
In March, we had 75% of our employees working remotely and a skeleton crew in the office. The Salt Lake County Recorder's Office is the foundation of the county's real estate industry and must continue to process and provide accurate, complete property records. My office will continue to preform at the highest level during these unprecedented times.
The Recorder's Office has been open to serve the public during this pandemic by appointment. I have launched a new, free, web-based service called Property Watch. (Email: PropertyWatch@slco.org or call 385-468-8176) Once registered, this service notifies homeowners whenever something is recorded on their property. This resource will help prevent title fraud, while protecting property records.
An additional benefit is registrants will receive notification when their property is paid off. Community outreach is very important to me. We visited all 16 senior centers in SLCO in 2019 and provided complete property records to attendees - free of charge. A visit to Kearns Senior Center with Senator Karen Mayne sparked the idea of notifying owners when their property was paid off. This collaboration with Senator Mayne resulted in the development (all in house) and the launch of Property Watch.

2) Ensuring that records filed with a Recorder's Office are accurate and complete, and notice is given to the property holder upon filing.
3) Provide electronic access to all those seeking to file or search records so the need for in-person interaction can be minimized - for purposes of both health and convenience.
1) Transparency of the records is the most important step to ensuring accuracy of records. If property owners can easily access their own records, they will provide the most important source of accuracy.
2) Having internal staff at the Recorder's Office tasked with ensuring the accuracy of records to be filed, by confirming processes and procedures have been followed, can provide an internal safeguard against inaccurate records being recorded.
I am an attorney and 25-year resident of SL Co. As an experienced attorney, administrator, and legislative advocate I have fought for fair play and due process in white collar crime, education advocacy and broadly, in ensuring that the same rights are extended to all. Specifically, I have defended the vulnerable against overreach by predatory organizations and individuals. During my career I have seen that the most important factor in ensuring fair treatment for all is ability to access information.
Currently Recorder's Office records are not easily accessible to home owners. That lack of individual's access is increasingly leading to inaccurate or unknown information being filed without notice to land owners, and often with serious consequences. I am running for Salt Lake County Recorder to bring accountability and transparency to our County's records.

In our modern world, especially during our current pandemic, it is essential that those seeking access to Recorder's Office records can access those records electronically. The same is true for those seeking to file records. While on-site staff in the County Recorder's Office will continues to serve some critical functions, having employees on-site now comes with a risk that can be minimized.
It is time for the Salt Lake County Recorder's Office to improve electronic access for the convenience and minimized health of all potential users.
