In your own words, how would you describe the responsibilities of the office that you are seeking?

What do you believe is the top priority for your role, and what is your plan to address it?

Elected for her first term as Treasurer in 2014, Carla is the first female and first Hispanic Treasurer in Arlington’s history.

Under Carla’s leadership, the Treasurer’s Office has: • Decreased the tax delinquency rate by 46%, to a record low of 0.177% — the lowest in the Commonwealth. • Reduced Arlington’s annual banking costs by $400,000. • Improved transparency and reduced unintentional tax delinquencies through increased communication and improved billing initiatives. In addition to her duties as Arlington’s Treasurer, Carla currently serves as the President of the Treasurers’ Association of Virginia, an organization dedicated to enhancing the professionalism and fiscal leadership of Virginia’s treasurers through education, collaboration, and development of performance standards. She is also a trustee for Virginia Investment Pool (VIP), an organization established by VML/VACo Finance that provides political subdivisions of the Commonwealth investment vehicles for pooled funds.
The duties of the Treasurer are established by Virginia law and require the Treasurer to collect state and local taxes and other revenues, invest and safeguard such tax collections, and disburse funds as directed by the Arlington County Government. The treasurer’s job is not one of policy-making; it is administrative and process-oriented by nature, and Carla has the experience and commitment to continue the strong stewardship of our County’s assets.
Carla plans to focus her next term on making it easier for taxpayers to pay their taxes and on lowering the cost of tax collection for Arlington County. The Treasurer’s Office is working to upgrade Arlington’s tax software system and payment portal (CAPP), developing a county-wide payment portal, and implementing paperless billing and Pay-by-Text. Efficiency, collaboration, and advocacy will continue to be Carla’s priorities.
