Loudoun County Board of Supervisors Chair

Loudoun County Board of Supervisors are elected to a four year term. Loudoun County, Virginia is divided into eight magisterial districts: Algonkian, Ashburn, Blue Ridge, Broad Run, Catoctin, Dulles, Leesburg, and Sterling. The magisterial districts each elect one supervisor to the Board of Supervisors which governs Loudoun County. There is also a Chair elected by the county at-large, bringing total Board membership to 9. A Vice-Chair is selected by the Board from amongst its membership. The Board of Supervisors sets county policies, adopts ordinances, appropriates funds, approves land rezonings and special exceptions to the zoning ordinance, and carries out other responsibilities set forth by the State Code. The Board appoints a County Administrator, who manages county operations; the Planning Commission, which serves in an advisory capacity on land use issues; and various other boards and commissions. The Board also appoints the County Attorney. The Board of Supervisors acts within the limits set forth by the Virginia General Assembly.

Experience 31 years as licensed attorney with decades of management level business experience - 8 years on Loudoun School Board, 10 years GSA Board, Loudoun Crime commission Board, Ruritans and Loudoun Bar Board, Lucketts Food Pantry volunteer and former member of LCRC and LCDC both as elected official.

LOWER TAXES SIGNIFICANTLY THROUGH BETTER MANAGEMENT OF GOVERNMENT ACTIVITIES FOCUSING ON FAIRNESS, EFFICIENCY AND COMMUNITY SUPPORT. THE PROCESS OF TASK MANAGEMENT, HONEST DISCLOSURE OF OPERATING RESULTS, PRIORITIZATION OF RESOURCE UTILIZATION AND MANAGING THROUGH PEOPLE IS NOT BEING DONE BY THE CURRENT CHAIRPERSON RANDALL. 1 . INSTEAD OF BUBBLE-UP POLITICAL MESSAGING THE PUBLIC SHOULD HAVE UNFETTERED INPUT TO THE PRIORITY LIST OF COUNTY TASKS REPORTED AT PUBLIC MEETINGS. 2 AFTER TWO TERMS AS THE BROAD RUN SCHOOL BOARD REPRESENTATIVE INCLUDING 7 YEARS CHAIRING THE FINANCE COMMITTEE I KNOW HOW TO EMPHASIZE STATE STATUTE 22.1-76 WHICH REQUIRES UTMOST EFFICIENCY FOCUS AND PROPERLY MANAGING THE SUPERINTENDENT BY SCHOOL BOARDS. REDUCE SCHOOL COSTS AND IMPROVE QUALITY! 3 FAIRNESS IN TAXATION WILL ALLOW THE TAX RATE TO BE REDUCED. LARGE PRIVATE ENTITIES LIKE HHMI PAY NO PROPERTY TAXES ON THEIR NEARLY $700 MILLION ASHBURN COMPLEX, GREENWAY IS UNDER-ASSESSED AND OTHER ERRORS WILL BE FIXED
THE CHAIR OF THE BOS DRIVES THE AGENDA, BALANCES CONFLICTS BETWEEN THE TWO PARTIES, MAXIMIZES THE EFFICIENCY OF LOCAL GOVERNMENT OPERATIONS AND MAKES SURE RESIDENTS HAVE HIGHLY RESPECTFUL OPPORTUNITIES TO TO PRESENT THEIR VIEWS TO THE FULL BOARD. EXECUTIVE MANAGEMENT EXPERIENCE WHICH THE CURRENT CHAIRPERSON DOES NOT HAVE IS CRITICAL TO FULFILLING THIS ROLE AS IS THE DEDICATED TIME AND SELFLESS UN-CONFLICTED FOCUS ON SERVICE TO DO IT RIGHT. AS A FORMER MEMBER OF BOTH THE LCRC AND LCDC AS AN ELECTED OFFICIAL I AM UNIQUELY QUALIFIED TO ACCOMPLISH THIS IMPORTANT TASK FOR THE BENEFIT OF THE COMMUNITY WITHOUT HAVING ANY LAW FIRM ETHICAL CONFLICTS OF INTEREST BETWEEN CLIENTS AND THE BUSINESS OF THE COUNTY.
OVER THE 25 YEARS MY FAMILY HAS LIVED IN LOUDOUN I HAVE SELFLESSLY VOLUNTEERED TO HELP THE HOMELESS FOR OVER A DECADE WITH THE GOOD SHEPHERD ALLIANCE, LOUDOUN CRIME COMMISSION TO IMPROVE SAFETY IN THE COUNTY, LOUDOUN BAR, RURITANS AND LUCKETTS FOOD PANTRY. I SERVED 8 YEARS ON THE SCHOOL BOARD TAKING NO CAMPAIGN CONTRIBUTIONS NOR SUBMITTING REGULAR EXPENSE REPORTS LIKE OTHER BOARD MEMBERS.

I AM ONLY RUNNING FOR THIS POSITION WHICH I HAVE BOTH BUSINESS EXPERIENCE, GOVERNMENTAL EXPERIENCE AND EDUCATIONAL ABILITY TO PERFORM TO HELP MY COMMUNITY.

UNLIKE MY GOP OPPONENT IT IS NOT TO BOLSTER MY LAW PRACTICE AS I AM RECENTLY RETIRED AND HAVE TIME TO PUT INTO THIS FULL TIME ROLE FOR THE COUNTY.

UNLIKE MY DEMOCRATIC OPPONENT IT IS NOT TO HAVE INCOME FROM A JOB AS I AM FINANCIALLY INDEPENDENT AS WELL POLITICALLY INDEPENDENT.

IN THE LAST ELECTION WHEN I RAN FOR COMMONWEALTH ATTORNEY I RECEIVED MORE VOTES COUNTYWIDE THAN THE CURRENT CHAIR OF THE BOS SO I SHOULD BE CONSIDERED THE FAVORITE.
I INCLUDED 142 OF MY SCHOOL BOARD VOTES ON MY FACEBOOK LOCATED INFORMATION. LCPS HAS ARCHIVES OF MY 8 YEARS OF PARTICIPATION AS WELL I HAVE BEEN QUITE OUTSPOKEN ON CRITICAL ISSUES OVER THE YEARS SO STANDARD RESEARCH OF THE LOCAL PAPERS INCLUDING ONLINE RESEARCH SHOULD PROVIDE GREAT DETAIL. I BELIEVE IN PROBLEM SOLVING STARTING WITH A DETAILED AND ACCURATE DEFINITION OF THE PROBLEM. I AM NOT INTERESTED NOR WILL I INSULT MY COMMUNITY BY POLITICIZING COUNTY SUCCESSES AS IF I DID THEM AS THE CURRENT CHAIRPERSON DOES TO A FAULT. LOUDOUN DESERVES GREAT COUNTY MANAGEMENT AND EQUALLY DISPENSED ACCOUNTABILITY. EVERY STUDENT DESERVES THE BEST EDUCATION WE CAN SAFELY AND EFFICIENTLY PROVIDE. EVERY TAXPAYER DESERVES FAIRNESS IN WHAT SHARE OF THE COUNTY BURDEN THEY CARRY. LOUDOUN DESERVES TO BE TREATED FAIRLY BY THE STATE AND NOT HARVESTED BY UNDERBUDGETING VDOT OR REFUSING TO RETURN SALES TAX PROCEEDS TO LOUDOUN AS APPROPRIATE VIA THE COMPOSITE INDEX OR IGNORING OUR INTERSTATE TRAFFIC ISSUES
LOUDOUN (LIKE FAIRFAX) ARE STATE BOUNDARY COUNTIES WITH UNIQUE INTERSTATE TRAFFIC ISSUES THIUS FAR IGNORED BY THE STATE. I WILL PULL FEDERAL, STATE, COUNTY AND LOCAL RESOURCES TO DEVELOP LONG TERM SOLUTIONS TO THESE PROBLEM WHICH ARE CHOKING RESIDENTS NEAR THE EDGES OF THE COUNTY. LOUDOUN SEEMS RUN BY DEVELOPERS AND REAL ESTATE CONSTRUCTION INTERESTS IMMUNE TO THE TAXPAYER COSTS OF HIGH DENSITY STUDENT GENERATING RESIDENTIAL WHICH REMAINS UNBALANCED BY QUALITY JOB PRODUCING COMMERCIAL. THE LAST COMPREHENSIVE PLAN APPROVED BY THE CURRENT CHAIRPERSON IS AN INSULT TO LOUDOUN RESIDENTS AS IT VIOLATED TRANSITION AREA PROMISES, IGNORES OUR WORSENING TRAFFIC PROBLEMS AND WILL PUT UPSIDE PRESSURE ON OUR ALREADY 33% TOO HIGH PROPERTY TAX RATE.
