Biographical Information

What qualifications make you the best candidate for Sheriff?

What is the greatest challenge facing the office and how will you address it?

What measures do you support to prepare jail inmates for re-entry into the community and to reduce recidivism?

What will be your priorities during your term?

I graduated from Fork Union Military Academy in 1985. In 1989 I graduated from Methodist University, received a dual BA in Sociology and Social Work. I received a BS from Strayer University in Criminal Justice, Emergency Management, Homeland Security and a MPA in 2015. In 1991 I entered active duty in the United States Army for 14 years, retiring as a Sergeant First Class. I've worked at TSA, Powhatan Correctional Center, a SGT at Virginia State Capitol Police, and a Federal Police Officer.
We need better training and better wages for deputies. We want to bring CSO and HARP to the next level. Drug addiction has gotten out of control in Chesterfield and is one of the highest statewide, we have got to confront this issue and become more proactive than reactive. We need to reassess what the CSO’s role should be in this drug addiction war. The current administration’s tunnel vision and their need to make HARP work at any cost is keeping it from evolving into an effective program.
I think it is important that the jail prepares inmates for re-entry however, so much attention has been put on the HARP that the other inmates are being pushed aside. Programs need to be equal across the board under my administration we will make sure that happens.

Deputy wages, take the CSO to the next level, rework HARP and what our role is in this addiction war.

I have successfully overseen one of the largest Sheriff Offices in the Commonwealth of Virginia for a region of 430 square miles with a population of over 350,000. The Chesterfield Sheriff’s Office is compiled of a force of over 300 employees with an annual budget in excess of $33M. I received my Bachelor’s Degree in Criminal Justice from Buffalo State University and my Master’s Degree from Virginia Commonwealth University. I am a graduate of the FBI National Academy.
Hiring and retention and continued focus on helping those with opioid and other addictions. We pride ourselves on being one of the most diversified agencies in Chesterfield County and have worked hard to be inclusive. We will continue to work hard to recruit and retain the very best while embracing the benefits of diversity in our composition. We still need to do more when it comes to rehabilitation of those in our jail, providing them with the best chance of success when they are released.
We provide a myriad of skills development, trade certifications, and education opportunities when in our jail and within 60 days of being released we obtain for them a birth certificate, social security card, ID card, resume and try to arrange for employment which we have been successful at. I hold that once your sentence is served you have paid your debt back to society and should have your rights restored as well.
Number one is to represent the men and women in our organization the best I can to ensure they have the best pay, best equipment, best tools to do their job and a safe working environment to safely return home from every day. secondly, to continue to work on reducing our jail population by reducing recidivism. We have and will continue to prepare inmates for success upon leaving and do more than simply house them.
