Voters in this Democratic Party Primary election will choose which candidate will be on the November ballot.A Prince William County Board Supervisor represents one of 7 Districts except for the Chairman who is elected at-large. The 8-member Board is responsible for setting local tax policy, approving land use plans and appointing officials to various countywide positions; including a County Executive who prepares the annual budget, and carries out laws enacted by the Board. District Supervisors serve a 4-year term at a salary of $43,422 per year.

Update PWC land use vision-lay a foundation for commercial tax base increases, transportation networks, schools, and workforce training. Develop small area plans using Smart Growth Principles. An example, Parkway Employment Center…instead of more density along PW PKWY/Old Bridge Rd…build denser units along I-95 & commuter lots. Principles include: mixed-use development, compact designs, housing & price choices, walk-ability, open space & multi-modal transportation. Save large rural area parcels.
According to Greater PW Community Health Assessment, 2019, Chronic Conditions; Economic Stability; Educational Opportunities; Healthcare Access & Delivery Systems; Infectious Diseases & Immunizations; Injury & Violence; Mental Health; Neighborhood & Built Environment; Obesity, Nutrition, & Physical Activity; Tobacco & Substance Use are our biggest health concerns. They will develop a Community Health Improvement Plan with many stakeholders. I look to support their high priority recommendations.
We need more budget transparency, teachers, older school renovations & increased teacher pay. I don’t support current Revenue Sharing Agreement…the problem being PWC can’t raise real estate taxes to build PWC facilities, roads, parks, etc. without adjusting increases to allow for 57.23% going to PWCS. PWCS should budget as PWC departments--budget to estimated costs of needed services--not up to the expected revenue %. Need creative solutions to crowded classes, e.g., more efficient use of space.
To incentivize small business start-ups & expansions, I’d raise the Business, Professional & Licensing tax threshold beyond 500K. I'd also require all businesses to have a county license and pay a small license fee, just like other jurisdictions. I support Mobility & Parks Bonds and will use bond monies to leverage state & federal funds. I support keeping the Computer & Peripheral taxes low, to compete with other locations, in recruiting/keeping data centers/other high-tech companies.
Improve the public transit commuter experience! Improve/add rapid bus transit, new bus routes, better cross-PWC routes, METRO, VRE capacity and invest in technology so all transit systems complement each other. Invest in commuter lot capacity and amenities. Need to remove constant bottlenecks from I-95 (one fix is funded, more needed). Secondary roads need safer intersections and engineering to move traffic efficiently. Continue to bring more jobs to PWC and encourage more commuter teleworking.
I support action plans to include using renewable energy sources like solar & wind. I support innovative carbon sequestration technology. Locally, I will continue to increase green space via public parks, green roof buildings, and preserved green space in developments/small area plans. I support Keep Prince William Beautiful, the Soil & Water Conservation District, and all groups keeping roads & waterways clean. Our PW Landfill is a great example of using new technologies to save/produce energy.

Slowing the approval of residential development in the county until we've had the opportunity to address our deficits in schools, transportation and services (fire & rescue, police, etc) infrastructure. Also creating the kinds of amenities that will attract more diverse businesses. Building up, not out, and preserving the Rural Crescent.
Infrastructure investments and redevelopment to promote walkeable & bikeable communities, investments in transit to reduce reliance on personal vehicles, and proper funding for more healthcare professionals in the county. I would advocate for a CSB on the eastern end of the county and intervention programs for those dealing with substance abuse.
Raising our commercial tax base by attracting new businesses and assisting with the growth of existing ones, seeing the 57.23% revenue sharing agreement with the school system as a floor, not a ceiling, and making changes to local taxes so corporations are paying their fair share. Also generating bonding and tax revenue to address trailers.
See above; raising our commercial tax base should be our first and foremost source of generating more revenue. Looking at certain segments of the current commercial tax code where we are significantly lower than neighboring jurisdictions for places where we can propose modest increases.
A change in culture away from believing we can pave our way out of our traffic crisis. Investments in PRTC, and VRE, and a study into Metro Blue Line extension are needed ASAP. We must also re-imagine our transportation & land use policies to promote walkability, bikeability and use of public transit. Walkeable communities are sorely needed.
