Term length: 4 yearsDuties: The legislative body (City Common Council) may pass ordinances, orders, resolutions, and motions for the government of the city, the control of the city’s property and finances, and the appropriation of money. The legislative body may, by ordinance, make loans of money and issue bonds for the purpose of refunding those loans. The loans may be made only for the purpose of procuring money to be used in the exercise of the powers of the city or for the payment of city debts. The legislative body may investigate the departments, officers, and employees of the city; and hire or contract attorneys and legal research assistants. The city legislative body shall, by ordinance, fix the annual compensation of all elected city offices and approve the compensation set by the city executive (the mayor) for each appointive officer, deputy, and other employee of the city. After reviewing the budget report from the fiscal officer, the legislative body shall prepare an ordinance fixing the rate of taxation for the ensuing budget year and an ordinance making appropriations for the estimated department budgets and other city purposes during the ensuing budget year. The legislative body, in the appropriation ordinance, may reduce any estimated item from the figure submitted in the report of the fiscal officer, but it may increase an item only if the executive recommends an increase.Salary: $14,165.84Incumbent: Amy Auler

Various projects have been proposed related to local economic development (including but not limited to a casino, convention center, downtown planning, riverfront development). Please describe your vision for economic development in Terre Haute, including how any or all of these projects fit into your plan.
What measures, if any, would you propose to increase the quality of life in our community and/or to ensure that quality of life reaches all community members?
What do you see as the order of priorities for new and improved infrastructure in our community, and how do you propose each of those be funded?
What is your philosophy as to subsidizing business and industry, e.g. tax increment districts, tax abatements, public/private partnerships, development bonding, etc.?

As a City Council member, I have worked to reduce the City's deficit and reduce the amount of the tax anticipation loan each year. The City needs to continue to structure its finances in order to operate without obtaining loans. As First District Council member I will continue to work to balance the City's finances while still providing the services our citizens rely on.
I feel economic development projects must be for the benefit of all of our citizens. These benefits must bring a positive impact to their everyday life. While representing the First District, I have worked in collaboration with the other government agencies, boards and commissions for the entire city. This collaboration must continue as we review these proposed projects. Economic Development funds should include the development of new projects with emphasis placed on road improvements, building additional overpasses and maintaining the existing infrastructure.
My main areas of focus have always been the quality of life for our citizens. The City Parks, the local roads, and availability of jobs for our citizens are three of these areas. As I have stated many times, the City Parks are beneficial to our citizens. The City Parks provide opportunities for exercise, for family gatherings, and for downtime. Improvements to the local parks is one area that must always be addressed. The safety of our local roads is another of my focus areas as it impacts all citizens everyday. Improvements and maintenance of our local roads must continue and be carefully planned. Finally, our citizens need jobs in order to support themselves and their families. As a member of the City Council, I believe it is a priority to provide businesses economic opportunities to create new jobs for our citizens.
During my terms as First District Council member, I have championed infrastructure improvements of our community, especially the construction of the Margaret Overpass. Thoroughly researching these types of projects allows me to make informed decisions. My decisions concerning the allocation of funds is based on the positive impact the project will have on our citizens Allocating sufficient funds for improvements of our streets, parks and creating new infrastructure are my main areas of focus. I will continue to work with the departments and other government agencies to make fiscally responsible decisions with the funds currently available.
Economic growth positively impacts the lives of our citizens. New businesses, from retail to manufacturing, creates new jobs. The construction of new residential homes creates construction jobs and provides income to the companies that supply the materials. New commercial buildings create job opportunities from the construction phase to the opening of the business. As the First District Council member, I will continue to work with business owners and assist them in any manner available to support their new endeavors.
