What will you do to ensure that all parties involved in cases before the court will have an opportunity to have their interests adequately represented and considered?

Professional Experience Eleven practicing law primarily family law. I have handled cases ranging from juvenile law, cps termination, family law, criminal law, property tax law, consumer law, etc. Also, I was a Director of Internal Audit for an Oil and Gas Company.
Community Involvement Past associations include: NAACP Legal Redress Clinic, Real Men Read Project, Houston Area Jaycee, Katy Area Democrat past officer.

I believe everyone regardless of economic status, ethnicity, gender, or sexual preference should all be seen equally in the eyes of the law. This is especially true with respect to the rights of children. I want lawyers in my court to fight zealously for their "children" clients. I want every legal avenue possible to be explored. We are dealing with their future. And, their presence in court presents them with a huge fork in the road. One path leading to a bright future, and other path leading to a not so bright future. I believe that the laws of the state of Texas with respect to juvenile justice are designed with a goal, in part, to ensure that the children of the state of Texas have a promising future as contributing members of our adult society.

However, bureaucracy, an inefficient governmental administration, and an imperfect ad litem appointment system are negatively impacting THIS goal of the juvenile justice system.

I am the better candidate for the job.
It is important that the people elected by Harris County are good stewards of these funds. A primary characteristic of good stewardship is independence. Because of my internal audit background, I am a firm believer in not only the actuality of independence but the appearance of it. Therefore, I will not accept any campaign contributions from attorneys seeking ad litem appointments in my court!

With approximately $105,000,00 million dollar annual 2016 expenditure, the residents of Harris County deserve to be among the nation’s top ranked Juvenile Justice Systems. As your judge, it will be my passion and focus to make the Harris County Juvenile Probation Department a model for the nation
In my courtroom, I will efficiently manage juvenile and Child Protective Services (CPS) cases, and I will ensure that ad litem attorney appointment system is transparent, open, and that ad litem attorney caseloads are manageable.I want to exam the "Juvenile Justice System" and child protective services issues from a complete perspective including areas such as: teen pregnancy/prenatal care,family therapy/unity programs, mental health issues, socioeconomic disadvantages issues,teen peer pressure/gang-related pressures, and law enforcement and community outreach. I want an impactful and critical examination of the “cradle to prison” pipeline including resolutions to positively address this serious issue. Hence, we can make the "Juvenile Justice System" more timely manageable by findings ways to stop the inflow of children needing the "Juvenile Justice System".

I would only appoint qualified and where needed bilingual attorneys to represent the parties.
I would not accept any campaign contributions from any attorney.
I would impose very strict rules as to multiple resets of the case and force the case to trial if either party unreasonably delays the case.

Attorney appointments will be evaluated on a regular basis to ensure that competent and efficient attorneys are serving the parties well. If they are not prepared, I will not appoint them. I will not tolerate inefficiency in the system. I will appoint prepared, competent and effective lawyers to the appropriate cases to serve the people of Harris County.

Only lawyers qualified and prepared for that charged offense can be selected. The attorneys must renew their 15 hours of CLE (Continuing Legal Education) annually in order to be updated on juvenile law. The attorneys use this information to advise the clients and their families. The current system should work with prepared and competent attorneys.
First, a judge is a public servant and serves at the will of and for the people of Harris County who elected him/her. In my 18 years of practicing law in Juvenile Court, serving multiple clients per day, bias based on race, color, national origin, religion, sexual orientation, disability or economic background is never a factor in handling a case. As a judge I will practice the same approach. Secondly, in delinquency cases, juvenile judges rule on the appropriate probation recommendations that effectively rehabilitate the young person. In CPS (Child Protective Service) cases, judges rule on the best interest of the child. I am not beholden to any entity or person that will sway my judgement. Thirdly, the court appoints the legal representation and, in my court, appointments will be given to prepared, qualified and efficient attorneys. Campaign donations fund the juvenile judge's campaign for reelection. Donations to a campaign do not persuade the juvenile judges' ruling.
A judge who is on the bench at docket call and ready to work sends a message to attorneys that "It's time to get to work!" The judge's, the parents', the attorneys', the caseworkers', the District Attorneys' and the County Attorneys' time is valuable. The parents who bring their children to court need to get back to their job and the children back to school. Efficiency is key to a well run court.

I would like to implement a system of having a 9 am and 11 am docket with certain cases assigned. My court coordinator will disseminate the docket times in advance to attorneys. Their clients will know approximately what time their case will be heard. Peoples' time will be utilized more efficiently. The loss of a workday to bring your child to court exacerbates an already unfortunate situation.
