Background: What training, experience, and characteristics qualify you for this position?

Testing: Does the State of Texas Assessments of Academic Readiness (STAAR) adequately and efficiently diagnose individual student learning needs? Why or why not?

Funding: What measures, if any, would you take to improve (a) investment policies for the Permanent School Fund and (b) equitable distributions for public schools? Please explain.

As a Texas Public School Educator, I know that I am the most qualified person to sit on the State Board of Education. My career in education began in 2002, and my advanced training and education make me the most responsible choice for SBOE.
No, I do not believe that the STAAR adequately and efficiently diagnoses student learning needs. I believe that there is a place for standardized testing, but that it should be used for formative purposes, to identify learning gaps and help guide instruction. In it's current, punitive, form it has lead to a testing culture that has narrowed our educational focus.

As a father to 4 children in public school and husband to a lifelong educator and current elementary school principal, I am completely immersed in the educational arena and focused on shaping a stronger educational system for all Texas children. I have served on policymaking boards -from state to local- since 2006 to include the Brownsville ISD Board of Trustees, Region 1 Educational Service Center Board and various others. I have served on the SBOE since 2012 and led various efforts to strengthen our communities and provide a voice to educators, parents, students, and other stakeholders.
As a father to four public school children, I will tell you that I am not a fan of standardized tests. I have seen firsthand the undue stress caused by the exams and have heard from other parents and educators who share similar experiences. Our children are way too young to experience this type of anxiety. The system in place is not perfect and requires a review. If the State Board of Education was granted the authority, I would propose re-thinking the entire strategy and work a lot closer with educators to develop a better system.
The Texas Permanent School Fund is the largest educational endowment in the country and has performed beyond our expectation in the last five years. Every biennium, we distribute money for the purchases of instructional materials and technology. Currently, the legislature always keeps half of that disbursement. If I could make any changes, it would be to ensure that 100% of that disbursement went straight to our schools, enabling them to make the critical purchases needed to support our children's education. The last biennium we funded over $2.1B dollars of which half was taken.
My leadership style has always led me to work with others to identify issues and work toward a resolution. I plan to continue working with educators from K12 and higher education, workforce partners, parents, and student in an effort to identify problems, find solutions and create stronger pathways of opportunity for our students. I firmly believe that we can't work in silos and a stronger educational system can only be achieved by strong partnerships and shared vision. We must keep politics out of our classrooms.
I am a product of a private school, a public school, and a public university. As the son of an assistant principal and currently as a school board member for a charter public school district in south Texas, I am an ardent supporter of educators and understand the need to reform our education system in a manner that provides all Texas' students with equitable resources. I know the blessing of an education and want to ensure students are prepared to meet the demands of vocational training or higher education. My career has been spent serving my community and active in the educational arena.
The STAAR test does not adequately and efficiently diagnose student learning needs. The STAAR grades test performance based on the state's curriculum standards outlined as the Texas Essential Knowledge and Skills (TEKS). Therefore, the test is not a good indicator of a student's academic performance, ability and readiness and is geared more at measuring testing performance.
Invest of dollars from the Texas Permanent School Fund should be spent in a responsible manner that holds districts accountable for how they spend their dollars for instruction and not for higher level administrative salaries and costs. Public dollars must go to the classroom, to closing the achievement gap, incentive educators and increase the sustainability and pay of our teachers. Equitable distribution of technology and resources for our school districts and their campuses is a top priority. The same opportunities and resources should be afforded equally to all school districts.
The state's mandated exam given to students should test all subject matters and not certain subject matters that hinder a well-rounded education and incentivizes teachers and educators to teach material is tested. All content areas must be taught. Our emphasis should be on measuring everything and not just teaching testing stategies. All students, including special education students, should experience testing success. The Texas Education Agency needs greater oversight to ensure state standards are met and our students are prepared for the workforce and higher education.

I've had many years as a Scout leader where as Scoutmaster my troop produced more Eagle Scouts per year than any other Troop in the Council. I taught all grade levels of High School mathematics. I am expert in many technological and mechanical areas.
Obviously not. Texas would be 1st in the world would this be true. It measures task proficiency and a provides a statistical overview, not individual learning needs. The ultimate true measure is college and/or career readiness. It is the end game, not the middle game that is is the objective. Productive, satisfied non-burdening citizens in adulthood is that end game.
Although the statutory authority for investment seems to lie with the SBOE, examination will show that it is overlaid,restricted,and mandated by State statues from the Legislature, which is also tied into the distribution of the proceeds, mandated bond guarantees as an example. Working with the Legislature is the most effective means to provide equitable distribution.
For me, obviously far stronger math. It is the queen of the sciences and the is basis for logical, critical thought. Vocational education must return or we will continue to manufacture college failures, unhappy and loaded with debt. We must meet the life needs of our children to become productive citizens. Work with industry to meet their worker needs, colleges for theirs.
