Town of Knox Town Supervisor

The supervisor is the town's chief executive and is responsible for coordinating the operations of all town departments, as well as developing and proposing the town budget, with the assistance of the comptroller. The supervisor presides over the Town Council, an elected body that enacts town legislation, passes budgets, and conducts hearings on matters involving town government. The term for this position is two years and the salary for this position is $16,672 per year.

Community Involvement Owned and operated the Knox Country Store for over five years from January 1997 through May 2002. Member, Kiwanis Club of the Helderbergs since 1998; treasurer for ten years, president for two years. Member, Knox Town Band; participate in Memorial Day parades, September 11 ceremonies in Knox. Own and operate Octagon Barn venue to host seasonal Hilltown Markets, cultural and social events that are free and open to the public, including astronomy programs by Dudley Observatory.
Experience and Qualifications Served on the Zoning Board of Appeals for six years from 2006-2012. Serving on the Knox Town Council since February 2012. Leading efforts to: Update the town's Comprehensive Plan, Develop a capital projects plan, Develop a dog control program and updated leash law, Coordinate Rabies Vaccination and Licensing Clinics, Prepare and edit semi-annual town newsletter. Serve as Climate Smart Communities Coordinator, achieved Clean Energy Communities designation and eligibility for $130,000 grants. Implemented the Unified Solar Permit; Supported Energy Code Enforcement Officer training; Supported swap out of Knox hamlet streetlights to LED technology; Support ongoing Solarize effort in Knox, Albany County, and the Capital District; Support implementation of an Energy Benchmarking program to reduce greenhouse gas emissions. Assist emergency response coordinator's development of a plan and programs for town residents, Mailed emergency preparedness information to all town residents. Assist with project for shared archive records room with the Knox Volunteer Fire District. Serve as liaison with Knox transfer station & Capital Region Recycling Partnership for solid waste management; Organized Household Hazardous Waste Collection days with neighboring Hilltowns and secured associated NYSDEC grants; Secured NYSDEC electronics recycling funding; Participated in planning Go Green Day, Textile Recycling Day, and other events to promote recycling; Developed a How to Recycle brochure; Coordinate Solid Waste Management Plan and annual recycling reporting. Led development of a Hazard Mitigation Plan for the town as part of Albany County's umbrella plan. Participated in development of Highway Department employee handbook in absence of union representation. Coordinated Code of Conduct instituted January 2016. Supported restored US Postal Service presence in Knox. Coordinated local participation in Farmer's Market Nutrition Program (FMNP) and SFMNP for Seniors. Developed website updates describing functions of each town board and office. Supported local policy related to high volume hydrofracking and resolution opposing natural gas pipeline expansion project in Knox (April 2016) – brought by Eric Kuck. Coordinated Habitat Summary of Natural Areas and Wildlife in the Town of Knox; Demographic Study of the Town of Knox; Wetlands mapping internship. Supported FEMA funding opportunity to purchase highway department vehicles and equipment; Town Park Playground and Improvement Project; Veterans exemption increase (from level K to N) and coordination with Albany County Veterans Affairs Office outreach efforts. Assisted with various Youth Council events and Pucker Street Fair.

Almost six years of service on the Knox Town Council has prepared me for this position.
1. Bring respectfulness to town meetings to encourage public participation and dialogue; bring respectfulness to employees, volunteer boards and committees, vendors and service providers. Bring respectability to the town. Discuss and resolve our issues in civil conversations, and agree to disagree when needed. 2. Bring transparency to monthly financial reporting so expenditures and income are reconciled to account balances (and appropriations) 3. Adopt the Comprehensive Plan Update and bring the town laws and Zoning Ordinance into conformance with its goals. 4. Develop a capital improvements plan and funding sources for it a. Transfer Station repairs and upgrade b. Highway Department facilities upgrades 5. Balance economic development with preservation of our rural character and agricultural heritage 6. Secure grant $ to study need for septic/sewage treatment system in hamlet
