The Town Council is an elected body that enacts town legislation, holds hearings, and passes resolutions on matters involving town government. It is responsible for adopting the annual budget, adopting and amending the town code and broadly addressing issues of concern to the citizens. Salary for this position is $13,895 per year and it has a 4 year term.

Community Involvement Fire Chief Westerlo Volunteer Fire Company - past 6 years, member of volunteer fire depts for over 20 plus years
Kevin Flensted has been a resident of the town of Westerlo since 2007, moving to the town to build a house and raise his family. He studied Chemical Engineering at Rensselaer Polytechnic Institute in Troy, New York and later returned for his Masters in Management. He has spent almost his entire career in the pharmaceutical industry holding various supervisory positions through Plant Manager. He has managed operations for a large chemical site with a $15.5 million dollar operating budget. In addition to work and family responsibilities, Kevin also serves as your local Fire Chief and has served as a volunteer firefighter for the last 20 plus years. He is a New York State Fire Instructor and has just over 1200 hours of firefighter training. Kevin has written and administered grants totaling just under $1,000,000 to benefit both the Westerlo Fire Company in addition to the surrounding fire departments.
Kevin hopes to bring some of the same leadership qualities to the town board and serve the town with integrity and transparency.

Community Involvement I have been a Volunteer since 1978. A Life Member of the Westerlo Fire Company serving in all Battalions in the Westerlo Fire Company, Fire Police and Auxiliary as well as the Westerlo Rescue Squad as a driver and EMT for 15 years. I served as President and Vice President. I am a 40 year member of the American Legion Post 589. I am a member of the Westerlo Reformed Church. I have worked several fundraisers for cancer and stroke patients in our town as well as AMC Children’s Hospital.
Experience and Qualifications After being honorably discharged from the Navy I took a job at the railroad and served in many positions including General Assistant Shop Manager, Shift Superintendent and as a Machinist-as well as Maintenance Foreman and Vacation Relief Foreman and retired from the railroad after 35 years.
Biography Rich Filkins has lived in Westerlo over 50 years and grew up in the next town over, Rensselaerville. He went to Greenville High School where he received a high school diploma. Rich is a lifelong Republican. He is a decorated Vietnam War Veteran who received an honorable discharge after over 4 years of service with a “Vietnam Service metal with a Silver Star, National Defense Service Metal and Ribbon as well as a Vietnam Campaign Medal with Device”. After leaving the Navy he went to work for the railroad and served in many positions including General Assistant Shop Manager, Shift Superintendent and as a Machinist- both light and heavy running repair in the fuel plant, drop pit, production line and Maintenance Foreman and Vacation Relief Foreman and retired from the railroad after 35 years. He has volunteered with the Westerlo Fire company and is a life member serving as a President and Vice President of the Company. He is on the Board of Trustees for the Westerlo Rural Cemetery. He likes that as no one there creates any problems….. He is a proud husband being married to his wife over 50 years, proud father, grandfather and great-grandfather who is concerned for the future of our children. He would like to see high speed internet brought to the hill towns for our children to give them a completive edge and perhaps adults would also benefit to be able to work from home. He would like to see more businesses come to Westerlo to lighten the tax load for everyone. Most importantly he would like to see better communication between the town and its residents with enhanced technology and outreach.
Occupation and Special Skills Currently Retired from the Railroad and a life member of the fire company. I have facilitated several fundraisers to help cancer and stroke patients.

Working for the Rail road as a manager, serving the fire company as President and Vice President. I am willing to learn the position and work for everyone in the town.
To serve the town in a capacity that reflects the best interest of all residents of the Town of Westerlo. I believe in fair assessment of town properties, fiscal responsibility by eliminating wasteful spending, access to high speed internet, especially our children for their future technology gives our kids competitive edge and successful as today computers are a critical layer of all our lives. I would like to see more businesses come to Westerlo to lighten the tax load on all residents.
