Snohomish Port Of Edmonds Commissioner District 1

4-year term (ports in counties with over 100,000 pop); 4 or 6 year term counties with under 100,000 pop) Salary $42,106 (2013) in King, varies in other port districts. The Port District is responsible for the maintenance and operation of the port facilities within their jurisdiction. The commission sets the general policies of the district, which are implemented by the hired professional Port Director and their professional staff. One of commission's main duties is the adoption of the district's budget and proposal of any Port levies to be placed on the ballot to the people. The commission sets policies and approves all spending via the budget, whether for operations or capital items or public facility maintenance and improvements. The council also sets salaries for district employees.

As an Edmonds resident since 1962, a marina tenant for 40+years & a former port employee, I started going to port meetings 1996. My main concern was the moorage rates & the finances of the Port. I followed the entire rebuilding of the marina & the costs associated with it. After going to meetings for almost 4 years & showing a great deal of interest in Port operations, I was asked if I would run for office of Port Commissioner to fill a vacancy. I was elected in 1999 & for the last 18 years I have been pursuing enhancing the Port of Edmonds for our district residents by making it a 5-star environmental marina & reducing public bond debt from 18 million to 3 million in the last 10 years. This was done from Port revenues & restructure, not tax dollars. The Port will be debt free in 30 months with over 12 million dollars in reserves, which will be used for the future rebuilding of the marina, any environmental remediation & capital improvements in the years to come.
1.) The Port needs to continue being an environmental steward & leader on Port properties, especially in collaboration with the City of Edmond and the State of WA Department of Natural Resources (DNR) land along the waterfront & the Edmonds marsh. The City of Edmonds is the majority owner of the Edmonds marsh, not the Port of Edmonds. The Port’s property at Harbor Square boarders the northern portion & owns only about 10 percent of the marsh. Since 2006, the Port of Edmonds has spent almost 4 million dollars working on voluntary environmental cleanup. 2.) Ensuring that the Port will have enough capital to rebuild the marina in 20+ years without using taxpayer dollars. The marina was rebuilt from the storm of 1996 and is now 20 years old. The replacement of the in-water portion & new bulkheads is estimated to be well over 30 million in today’s dollars. 3.) Emergency access to the west side of the tracks & the construction of a parking structure for future waterfront accessibility.

The parking pressure on the waterfront continues to increase over time. Water related activities such as whale watching & other activities such as Birdfest, Sea Jazz & educational programs bring in tourism & tax revenues to the City of Edmonds, but also bring parking issues associated with larger crowds. The building of the new Edmonds Waterfront Community Center & the growing Sounder ridership to Seattle will create the need for future additional parking options such as a parking garage. The Port will need to partner with the local property owners, Sound Transit, Washington State Ferries & the City of Edmonds to help provide emergency vehicle and first responder access to the west side of the railroad tracks & a parking structure on the east side of the tracks, through revenue generation, not taxation.
The Port is a special purpose district & is in the business of economic development. Some of our ongoing projects are a "clean roof" system & a new storm-water retention system. The Port has done this through revenues from businesses in Harbor Square, which is owned & leased by the Port, not with taxpayers dollars. We need to keep investing in better environmental solutions in all aspects of the Ports operations, such as our state of the art boat wash-down system & our new oyster shell drainage filtration system that is exceeding state benchmarks for copper & zinc deposits, which is needed for a clean boatyard permit. I work for you, the taxpaying citizens of Edmonds & Woodway, and will continue to be a conscientious, financial steward of your assets at the Port of Edmonds. The Post has not raised public taxes in the last 10 years & we have no plans to do so. My main reason for running for Port Commissioner is to continue to preserve the Edmonds waterfront for our future generations.

Experience (300 characters max) I am a mother, volunteer, and business leader. I have lived in Washington state for most of my life. I’ve spent the last 12 years as a Business Program Manager at Microsoft, leading multiple teams in creating training programs for 100,000+ users worldwide. I am also a former small business owner.
We live in a beautiful city and have amazing opportunity with one of the few salt marshes left in our area. We have a fantastic shoreline and marina. I’m running for Port Commissioner because I believe we can do MORE. More to restore the marsh, to protect the shoreline and drive further improvements to the marina. This would result in more tourism, cleaner standards, and a solid restoration plan for the marsh. I’m running because after watching the messy, divisive politics in the world the last two years in particular, I believe we can do better. That we can find some commonality. I’ve got to believe that most people have the desire to protect this planet for future generations. There may be differences in the “how”, but let’s start the conversation. Let’s start with basic human kindness – and do better. I want to be a voice for our marsh, our shoreline and the residents of Edmonds and Woodway. Simply put, I want to serve and in doing so, protect the environment for our future.
The three major issues as I see them are one – a master plan was created in 2013 that has not been updated since it was denied through the Edmonds City Council. This means the Port has no master plan except the denied one that is the living, on record plan. We need to have a plan that isn’t left sitting in hopes it will someday be approved. We need a master plan that works for the city, for the environment and for the residents. In addition, the Port needs to create a Climate Action Plan as part of the overall planning for the future of the Port. Two – storm water. Everyone will say this is someone else’s responsibility. Technically, storm water issues fall to the City. However, portions of the contamination going into the Edmonds Marsh is from Port property. Let’s work together to solve this critical issue. Third – restoration and long term planning needs to happen for the Marsh. I believe passionate residents should be very much part of that process.
The issues are really inter-woven. Ultimately, we need to protect and enhance the natural resources we have. This means restoration of the Marsh. The storm water ties into that. As does the master plan.
We have a beautiful Marina, shoreline and marsh. My interest is not in maintaining these – my interest is in making them better – doing more. I believe we can forge fresh collaborative relationships across the city, city council and port and make some great progress together.
