The City Council is the legislative body for the City. The Council adopts local laws (ordinances) to secure the safety and assist the well-being of the city residents, the city's physical environment and amenities, and the city economy. The Council is responsible for approving financial expenditures and adopting the city budget as well as establishing policies and regulations in order to guide the city's future. The elected mayor serves as chief administrative officer for the city.

Experience (300 characters max) I had a thirty year military career retiring as a command sergeant major in 1999. I currently work at Bates Technical College managing programs that train electricians and diesel mechanics. I have been on the Lakewood City Council since 2010.
As a relatively new city we have needs to improve our streets, storm water systems and extend sewers in the city. We have ongoing plans wherein improvements are made each year within fiscal restraints. Aggressive and successful grant applications have and will continue to be a significant part of our plans and progress.
This is one area where multiple initiatives and partnerships are needed. The city needs to work with others to support efforts along three avenues of approach. 1. Support programs and ideas that address root causes (mental health, economic events such as job losses or evictions, addictions, etc.) Addressing root causes is key to making progress. 2. Focus public funds on helping those who are ready to accept help. This provides the greatest likelihood of funding having an impact one individual at a time. 3. Support programs that focus on homelessness prevention and provide services that keep individuals and families from crossing over the line and becoming homeless. Homelessness needs effective responses and Lakewood needs new ideas about how to do so. It is the major area where we do not yet have a comprehensive long term plan. That being said, the eventual long term plan needs to be developed at the regional level.
Lakewood needs a new senior activities center and those plans should co0me together in the near term as part of redevelopment of the central business district. Sidewalk expansion plans are also important improvements that benefit seniors.
Illegal immigration is a concern in diverse communities like Lakewood; however it is not an area where local policy is likely to be impactful. Those policy decisions need to be made at the federal level and implemented by federal and not local jurisdictions.
The other major issue facing Lakewood is to foster new economic development that that results in more well paying jobs.
Homelessness is the most urgent. Concern and the desire to help is extremely prevalent in our community. Residents want to help but need ways to do so.
Lakewood is a council-manager city. The city manager has a very string working relationship characterized by open communication between the manager and entire council that includes sharing of information regarding concerns of any council member with the entire council by the manager. The council has been very clear in communicating priorities to the manager and the manager has been responsive to them in his direction of day to day operation of the city.
