4-year term No Salary, some districts offer small per diem for evening meetings. School Board Members or “directors” – are the elected governing body of the school district, serving four-year terms. The school board’s governance responsibilities fall in four major areas: Vision – focuses the work on student achievement through a comprehensive strategic planning process; Structure – provides prudent financial planning and oversight; diligent and innovative policymaking; Accountability – sets specific goals and a process for evaluation, reporting and recommendations for improvements; and Advocacy – champions public education in the local community and before state and federal policy makers. The School Board sets the general policies of the district, which are implemented by the hired professional district Superintendent and certificated teaching staff and personnel. One of the critical duties is the adoption of the district's budget and proposal of any school levies to be placed on the ballot to the people. The commission sets policies and approves all spending via the budget. The council also sets salaries for district employees.

To me one of the most urgent issues facing our district is continuing to explore a wide variety of learning opportunities for our students to prepare them for their future. Whether they continue their education at a college, technical school, pursue mlitary service, apprenticeship or a job, we need to prepare our students for any avenue they choose.
Bremerton School District continually listens to the community and provides a variety of educational programs for our students such as a STEM Academy, which includes PreK through 8th grade, Montassori, Dual Language, Advance Placement, and CTE, to name a few. We also partner with the West Sound Skills Center and Olympic College through our Running Start program. We have opporunities for on-line classes. I am not aware of a niche a charter school would fill that is not currently offered.
The current state testing of students was never designed to be a barrier for graduation as it is currently. They were developed to assess the success with a school and to provide a focus for implementing strategies to improve outcomes. It was not intended to be a punitive measure for a school, teacher or student. It was to insure that students were receiving the same instruction in specific areas in each school and district within our state. There is always going to be a varied level of competency within each school and classroom. These tests assist in determining the differentiated interventions needed for students to achieve competency in each strand.
I have studied the research showing that secondary students' brains are more attentive and ready to learn when arriving for school at a later time and elementary students are ready to learn at an earlier start and lag in the afternoon. I certainly support the research and would be interested in pursuing this with students, parents and the district. It is a complex issue as some families depend on older siblings to care for younger ones after school. High school students who have practice or travel for competitions could miss even more "seat time" putting them at a disadvantage. It is a conversation that could bring about a change.
On-time graduation rate improvement is a multi-prong approach begining with the first entry into school:
- Preparing students for Kindergarten
* Social/emotionally entering a class ready to learn
* Academically ready
- Elementary level
* Meeting the needs of all students (social/emotional & academics with interventions and relationship building)
* Tracking all students to meet their needs (social/emotional & academics with interventions and relationship building)
- High School
* Tracking all students to address any academic needs of credit recovery or interventions
* Providing opportunities for a variety of occupational interests that might be of interest to them and the path necessary beyond
Bullying should not be tolerated within the school. We must have a safe environment for our students. Creation of an anti-bullying atmosphere in the school is the first step. Staff and student leaders within the school should always model that. Each student should have a "safe" adult to rely on and build a relationship for positive reinforcement of the anti-bullying. Never should an staff member discredit a situation when bullying is brought forward. There should be a plan in place to handle each case by an interventionist, counselor, or administrator.
Civics credit is already offered and required.
I understand that classroom disruption is a disadvantage to all students within the class. Their learning stops. However, let's address the issue not with punitive measures, but understanding of the underlying causes. Prevention of the disruption would be the best solution for everyone. Providing training for all staff to help prevent the disruptive behavior would be a starting point. Trying to meet the needs of each student in a classroom is challenging at times, but having knowledge of the emotional triggers for students is so beneficial. You may not stop all disruptions, but having a plan to allow a student to become calm either within the classroom or the school is beneficial. Then helping the student to learn self-regulation techniques is very beneficial. When suspended a student feels angry, frustrated with no self-worth. If the behavor has escalated to be dangerous to others or themselves, professional intervention is necessary.
