Town of Berne Supervisor

The supervisor is the town's chief executive and is responsible for coordinating the operations of all town departments, as well as developing and proposing the town budget, with the assistance of the comptroller. The supervisor presides over the Town Board, an elected body that enacts town legislation, passes budgets, and conducts hearings on matters involving town government. Salary for this position is $19,226 per year.

Experience and Qualifications I have more than 15 years of experience as the Berne Town Supervisor. During this time I have: Been Fiscally Responsible: • Reduced property taxes five years in a row—- 3% in 2017 and 3.8% in 2018 • Secured a rebate for our taxpayers by adhering to the state-imposed property tax cap • Secured a debt-free Town, thanks to a prudent allocation of resources • Sought and received over 3 million dollars in grants for needed projects • Significantly reduced Town’s health insurance (50%) and in-land marine insurance premiums. • Established a reserved retirement fund. • Saved taxpayers money due to these carefully wrought steps Provided services that meet or exceed the needs of residents without raising taxes: • Initiated and completed the Hamlet Sewer Project to help maintain a clean water supply • Built a new, debt-free library to serve our public and their children • Established the Town of Berne Senior Transportation Program • Initiated and implemented the successful Hilltown Senior Meal Program • Started Berne Summer Youth Employment Program • Secured a grant to build a new salt shed to protect supplies from the elements • Secured soon-to-be-implemented high-speed, wireless broadband for all Berne Residents • Added playground equipment to the Town Park in response to requests • Adhered to and remain updated on laws through continuing education • Initiated quarterly Town newsletter and launched Town website. Worked collaboratively to solve problems: • Maintain a positive environment for the advancement of ideas and projects • Work with legislators from all parties to secure grants which help fund Town projects • Strive to educate residents about issues facing the Town • Worked with Albany County to open a County Access Office in Berne • Worked with various not-for-profit groups to expand services for our residents • Worked with the Office of Aging to open a senior meal program • Partnered with Albany County on Town-County consolidation proposal • Am open to exploring new ideas and projects presented by our residents
Biography I am a lifelong and third generation resident of the Town of Berne. My children live in Berne and we hope that we will soon have grandchildren growing up in Berne. I first ran for Berne Towne Supervisor in 2001 because I had a vision of the many ways that I could make Berne an even better place to live, work and raise a family. I have accomplished all, and more, than planned but there is more that can be accomplished.
Occupation and Special Skills I was a paramedic/firefighter and prior to that I owned my own excavation business. All of these skills are invaluable as Berne Town Supervisor with the daily operations of the sewer plant, equipment purchases for the highway and parks, delivery of ambulance, paramedic and fire department services.

Experience and Qualifications 27+ years experience in maintenance, repair, calibrations, remove/install electrical, electronic control systems and instrumentation equipment, pneumatic controls and hydraulics. Pumps, piping systems, heat exchangers, cooling towers, Industrial furnaces, DC plating rectifiers, data logging and chart recorder control systems. Including SOP and SOW development and maintenance using AutoCad and SmartDraw, also Microsoft Office. Also included is experience in reading, understanding, development and drawing electrical schematics, process flow and Piping and Instrumentation drawings. The use and maintenance of Allen Bradley, PLC’s. Allen Bradley AC Drives, AC Drives, Red Lion Controls. Maintenance of 480V 3 phase circuits, MCC's, and both AC and DC motor circuits and controls.
Biography I am 48 yrs old and minus a couple of years I have lived in Berne my entire life, I currently reside in the home my father grew up in with my lovely wife Jennifer, our dog Gus and two great cats. My daughter Megan now lives in Greensboro NC and is in her third year at UNCG. I am lucky to still have my mom across the street in the home I grew up in. I graduated BKW in 1987 and went on to earn a two year technical degree in aeronautical engineering. Most notably career wise I spent just over ten years with then start up Plug Power. I received many awards and publications while at Plug Power including 2 US Patents, another pending and Recognition for invention of hydration distribution within a fuel cell for Hondo Motor Co of Japan. Also at Plug Power I co-founded the Emergency Services Unit, became a NYS Certified First Responder and Asst. Chief of the ESU. After restructuring at Plug Power I went on to work as an electrical/mechanical field service technician and spent many days at the municipal water and waste water treatment facilities keeping them operating and in calibration. That role led me to my current position with Hartchrom, Inc at the Watervliet Arsenal. I am a hands on technical support Industrial Controls Technician and Assistant Maintenance and Safety Manager. We are responsible for surface treatment of 120 & 155 mm canons as well as many other minor components and commercial hard chroming. Since 2014 I have been regular volunteer at the Veterans Miracle Center in Albany, NY. For 2 plus years I organized “Patriot Work Parties” at the VMC. I coordinated 15-20+ volunteers each month to assist in sorting materials to be given to our veterans. Currently I volunteer at the center each week and on weekends promoting the VMC at different events. I also provide outreach services from the VMC to the Hilltown Seniors and the Portlandville Methodist Church. Also I am a volunteer with the Capital District Patriot Flight, my roles and responsibilities include, Social Media Coordinator, Flight Staff and Veteran Guardian. I am active in local politics attending and participating in our monthly board meetings and in 2015 I lost in a bid to become town councilman in Berne. I enjoy fishing, boating, shooting sports, golf and baseball.

While I have no experience in running a town, I feel all my past experiences with management in the workplace, working with municipalities as a contractor, the monthly attendance of the Town meetings, listening to what neighbors and friends want from their town government and being a student of the Constitution (to name just a few) uniquely qualifies me for the Supervisor's position. I will also note that I am not a politician and I have no special agenda. I am a neighbor who sees public service as a burden, a necessary task we all must share to guarantee the health and prosperity of our towns, states and Country.
To have all the residents involved and active in town politics and to listen to the people and act on their behalf. They want to keep their Highway Department local and continue with shared services among the hilltowns; they also want a more open government and the ability for more say in the towns operations, I will work to achieve exactly that. I would like town wide participation in the monthly meeting agenda and have it available to the entire town days not hours before the meetings and see all 'new business" made open and available to the town for input for 30 days before voting on motions. I would like to see our hamlets safer for pedestrians by adding sidewalks, also make them cleaner and more inviting with patriotic banners and flags. I would like to see small business expansion and proper zoning for our farmers to ensure quality, affordable products are available right at home, to also increase in town services and elimination of "use fees" for our residents.
