Saratoga County Charlton - Town/County Supervisor

The Supervisor is the Chief Financial Officer, Budget Officer, and Chief Executive Officer of Town Government. The Supervisor is the Chairman of the Town Board, and conduct Town Board meetings, public hearings, and public information meetings. The Supervisor represents the Town on the Saratoga County Board of Supervisors.

What are the most critical issues facing Saratoga County today and in the near future? Please explain your answer.

Thirty years ago the 21st century commission recommended a change in the structure of county government but no action was taken. Would you be in favor of creating a commission to look at changing county government structure from the board of supervisors to a county legislature? Please explain your reasons.

Given the growth and development in Saratoga County, what specific growth management techniques would you propose to meet new needs while preserving the quality of life in our communities?

Experience and Qualifications Business owner of a local company for 39 years. Served on the Zoning Review Committee for 5 years. Elected Town Board Member for 9 years. Appointed Deputy Supervisor for 2 years. Elected Town Supervisor for 12 years. Elected as Chairman of the Saratoga County Board of Supervisors in 2013. Served as Chairman of County Committees including Law and Finance, Public Works, Public Health and Legislative and Research. Graduate of the Pellitier Institute from NYSAC. Member of the NYSAC Ag. Task Force.

Continue to provide a high quality of service for the residents of Charlton in a fiscal responsible manner while maintaining a No Town or Highway Tax policy. Help to preserve farmland and open space while respecting landowners rights. Continue to improve Town parkland and 47 miles of Town roads. Continue to work with neighboring Towns and Saratoga County with Shared Services in purchasing supplies, providing services and road maintenance.
I enjoy representing the residents of Charlton. My skill and knowledge comes from over 25 years of being involved in Town and County Government. I started on the Committee to review the Town Zoning, then I was elected to the Town Board and served for 9 years learning how to best handle the ever changing issues that face local government. Being Supervisor for the past 12 years has given me the experience to continue the successful path the Town is on providing quality services in a fiscally responsible manner. Being a small business owner has also contributed to my ability to successfully govern the town.
The most critical issue facing Saratoga County is the NYS unfunded mandates that continue to drive property taxes higher. These mandated programs from the State consumes all of the property taxes collect by the County with no say on how the programs run. Public safety continues to be a critical issue the County faces with growing opioid crisis.
I believe the Board of Supervisors is a good form of government for this County. I would not change it at this time.
I would continue the successful utilization of the County's current Open Space and Farmland Protection Program while balancing growth business development in designated commercial areas.

Creating a town government that is balanced and utilizes the entire talent pool of town residents and having a decision making process that is open and allows timely community participation. Our current roster of committee and board appointments is dominated by residents from one party. We are missing a large opportunity by only considering the talents of half of our town residents to serve on committees and boards. Vacancies should be announced publicly and qualified applicants sought through a more competitive, open process. Key decisions are made without adequate public notice or time for public response. Better utilization of our town web site and other forms of communication well in advance of such decisions is needed.

I have a genuine desire to serve Charlton and lead a balanced government that considers the needs of all of our residents. My background in retail and non-profit management has helped me to balance multiple priorities while dealing with diverse employee groups and their competing interests.
Sustaining economic growth in key sectors while balancing the need to keep Saratoga County a desirable place to live. We are fortunate to live in a county that has a robust economy with strengths in manufacturing/technology, tourism and agriculture. However, given fast changing competitive conditions, particularly in manufacturing and technology, new opportunities must be constantly evaluated. Balancing development pressures with a need to maintain existing farmlands in our rural towns remains a challenge.
Current form of county government addresses issue of proportional representation. Unless there is a compelling reason to change that involves minimal or no cost to county residents, I see no need to change this structure.
Continued use of conservation easements to help preserve current farmlands. Greater use of cluster development to meet actual housing needs, but minimize size of land used and minimize infrastructure that will need to be maintained.
