The Town Council is the legislative appropriating, governing and policy determining body of the Town. The Town Council determines the types and levels of service to be provided in the Town. The Council annually adopts the Town budget which reflects the cost of conducting operations and monitors Town operations. In its legislative capacity, the Council passes resolutions and enacts ordinances and laws which govern the functions of town government and ensure the safety and well-being of all residents.

Work to maintain the quality of life in Riga/Churchville. I would do that by making sure town code is written to protect the town from developers who see low land prices and taxes. To maintain the low taxes and the quality of life we have, we must be aggressive at writing code that insures "smart" growth, not just growth.
I'm not against development, but I would favor protecting the environment and the overall feel of Riga/Churchville over "growth" that altered the way of life and the farming community vibe that is so prevalent now.
All developers should be required to offer affordable housing in their projects. Code enforcement and zoning are great ways to make sure Riga maintains the quality of the town. That said, I would want to work with Ken and the code enforcers to make sure we are doing all we can to not make unnecessary demands on reasonable requests for property changes. Protecting property values would be my top priority through making sure town codes are in place for any developers. I am a big fan of the book "Raving Fans" and would work to make the residents of Riga, Raving Fans of the Riga Town Board by doing all we can to support their needs while maintaining the Riga quality of life.
The maintenance work Riga is doing with Chili and other surrounding communities should be encouraged. Any group discounts for supplies with surrounding communities should be studied.
Riga is predominantly a farming community. The town newsletter and websites could be used to distribute information to farmers about sound farming techniques that can help protect the environment. I would work to make sure that farmers and residents that wanted to generate their own solar or alternate power sources were never penalized for doing so from energy companies.
