The Virginia House of Delegates is one of two parts in the Virginia General Assembly, the other being the Senate of Virginia. The House is presided over by the Speaker of theHouse, who is elected from among the House membership by the Delegates. It has 100 members elected for terms of two years; unlike most states, these elections take place during odd-numbered years. The annual salary for delegates is $17,640 per year.

It is my opinion that the State Legislature is the proper entity for redistricting. I do not think the duty should be delegated to an unelected body. As a Democrat Texas Legislator, I sponsored a bill to redraw the U.S. Congressional districts without any political bias, but it was not enacted. Future President George H.P. Bush filed a law suit to challenge the discrimination in the law that was enacted.His attorney asked me to intervene as a Plaintiff in the law suit and help Mr. Bush. I did.
I think that local governments should be required to do whatever is necessary to see that all persons can obtain proper voter ID without cost to potential voters who are too poor to do so themselves.
I favor moving the state voting dates to the same years and days as the voting days for the U.S. Congressional Representatives.
For major political parties, I support a state law requiring primaries for U.S. and state officials and the dates be set by law.
I am opposed to the imposition of tolls on roads and want to work to get rid of all the existing tolls.I support doing whatever is necessary to ensure that we have good transportation. Providing good transportation should be a priority part of the budget. Billions of unnecessary hours are spent in traffic congestion, and billions of gallons of fuel are wasted because of traffic congestion.
We should examine existing sources of state revenue to see which ones might be appropriate to use.
I want to help build a culture of life and love, a culture where the life of everyone, born and unborn, is respected and defended, where social policies are enacted to help people who need help. Tragically and sadly we now live in a culture of death, a society where evil is called good and good is called evil. Trampling upon the rights of an unborn person is called good and seeking to respect and defend unborn persons is called evil. If elected, I will strongly support life and real marriage.

Voters are denied a voice at the state & federal levels when our districts are gerrymandered, as they are now.
Truly nonpartisan unbiased redistricting commissions are impossible to create. I believe redistricting methods, definitions & noncompliance penalties must be legislated into law.
Every term that I have served as Delegate, I filed & voted for legislation increasing voter access. We must: extend online voter registration; offer 'motor voter' registration w/opt-out; eliminate voter photo ID laws; allow no-excuse in-person absentee votes 60 days before an election; lengthen Election Day polling place hours; allow same day registration, allow emergency voting by mail; increase Dept of Elections' budget & fight for fair redistricting.
To increase highway & public transportation funding, I propose indexed gasoline taxes; re-evaluating road money allocation formulae regularly; raising the regional funding mechanism amount for Northern Virginia & Hampton Roads, as well as securing a steady & dedicated revenue stream for the Commonwealth Transportation Fund (provides funding for public transportation as well as roads).
