Douglas EAST WENATCHEE WATER WATER COMMISSIONER #1

6-year term; No Salary A Water District is responsible for the maintenance and operation of the potable drinking and other water facilities within their jurisdiction. The commission sets the general policies of the district, which are implemented by the hired professional staff. The commission sets the rates for service within the district. One of commission's main duties is the adoption of the district's budget and proposal of any Water district levies to be placed on the ballot to the people. The commission sets policies and approves all spending via the budget, whether for operations or capital items or public facility maintenance and improvements. The council also sets salaries for sewer district employees.

Experience (300 characters max) I have always believed in being involved in our community. For 36 years a have been the pastor of Bethel Baptist Church in East Wenatchee and have ministered to hundreds of families in our valley. I am a City Council Member and a former East Wenatchee Water District Commissioner
Having served in the position before, I have strong desire to serve my community again as a EWWD commissioner. I served from 2007-2009 as a commissioner and enjoyed the position immensely. This position is not only to administer the district on a current basis but also to help in planning for the future.
1. To continue a to provide a quality product at a reasonable rate. 2. To plan for the future of the district by continuing to improve the infrastructure of the water system. 3.To provide visionary leadership for the good of the ratepayers.
Number 2 The water delivery system is showing its age and major infrastructure improvements are needed as soon as possible.
Community involvement, proven leadership, and experience.
The up-grades to the delivery system will be a major factor as well as continuing communication with the rate-payers as to water conservation.

I have interacted and been a customer of the water district in many capacities over the past 12 years. During this period I have observed and experienced first hand the positive contribution water district commissioners can have on the direction and planning of this valuable service. I have also seen as many others have the need for capable, dedicated, and vision from commissioners. I believe in the mission and purpose of the water district and feel that I am well aligned with this mission. I believe that my many interactions as a customer also helps me to fully understand the needs and concerns of my fellow citizens.
The main issues facing the water district are Capital Costs and how those costs are passed to users, Operations and Maintenance especially in regards to future system integrity, and quality and continuity of service.
This is definitely a balanced approach as the issues are interrelated and must be approached in concert rather than a bubble. Focusing on capital projects in a fiscally responsible manner, rather than in a reactionary manner based on poor quality or after failure would be a main priority.
I have exact project management experience and hands on experience with water and mechanical systems at a municipal level. I understand how to effectively manage projects on time and within budget. I am a collaborator that focuses on bringing value to each project and using complimentary projects to get the highest value and least customer interruption as our aging system needs updates. I am keenly aware of the costs that can occur through lack of planning, management or understanding and I have the experience necessary to control these costs without burdening customers.
Water usage and conservation is best achieved through customer participation and education. It is very important that we not legislate or manipulate customers but rather encourage responsible stewardship. I would encourage the use of incentives and educational programs to help users have the tools to self regulate towards conservation.
