An effective Judge demonstrates fairness to the issues before him or her, as well as to the litigants and counsel. Rendering a fair determination of the issues requires a Judge who will competently prepare and conduct proceedings. Fairness embodies not only, impartiality on cases, but also an even-temperament.
Judges must be impartial, issuing decisions based upon the facts and the law. Recusal would be necessitated to avoid impropriety or the appearance of impropriety.
A presiding Judge is charged with the duty of guaranteeing the protection of every person’s constitutional liberties and rights. A Judge, who discharges his/her duties with integrity and impartiality with respect for the participants and who is dedicated to making sound legal decisions, advances a motto of “Justice for All.” Off of the Bench, a Judge is in a position to similarly identify challenges and solutions; set policy and procedure for implementing programs; and educate citizens.
